From this you will note that although nearly
every British Colony of importance (except Australia) including the Straits Settlements, is included in the above Schedule as
entitled to the benefit of the "British Preferential Tariff", Hongkong is excluded, a discrimination for which we submit there is no warrant and we venture to hope therefore that you will bring the matter to the notice of the Canadian Government with
the view of having it rectified.
We may add that under Section 4 of the
Tariff Act, the Governor-General of Canada in Council may, order in Council extend the benefit of the "British Preferential
Tariff to any British Country not named in paragraph I of Section 3 of the Act, so that there should be little difficulty in setting the matter right if the Canadian Government so
desire.
